Sequential Execution Rules

Stages are executed strictly in sequence.
A stage starts only when previous gate is formally closed.
Scope changes are deferred to the next stage backlog.
Weekly checkpoint + demo is mandatory.
Every stage has:
- scope
- deliverables
- tests
- gate checklist
